Reinforced Concrete Pipe Main Inspection and Condition Assessment Program - WS85508001 (Ordinance S-43435)

 

Description

Request to authorize the City Manager, or his designee, to execute an agreement with HDR Engineering, Inc., (Phoenix) to provide design services in support of the Reinforced Concrete Pipe (RCP) Main Inspection and Condition Assessment Program. Further request authorization for the City Controller to disburse all funds related to this item.

 

Additionally, request authorization for the City Manager, or his designee, to take all action as deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services relating to the development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunications, cable television, railroads, and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The City continues to expand its pipeline management program by including inspection and assessment of RCP mains. This multi-year program will include planning and implementation phases of approximately 228 miles of RCP transmission mains throughout the water service area.

 

HDR Engineering, Inc., will perform key activities during the planning and implementation phases of this project. The planning phase includes inventory confirmation, operating and installation data collection, prioritization, technology review and recommendations, and program development. The planning phase also includes a pilot implementation of selected assessment technology on a high-priority RCP main. The key activities for the planning phase include: inventory review and recommend established and emerging assessment technologies, platforms, and technology vendors for the RCP mains included in the program and any other known pipe materials in this program; prioritize RCP mains for assessment; and develop a program plan for the implementation phase. Inspection and assessment activities set forth in the program plan will begin in the implementation phase.

 

Procurement Information

HDR Engineering, Inc., was chosen for this project using a qualifications-based selection process according to Section 34-603 of the Arizona Revised Statutes (ARS). Pursuant to ARS Title 34, the City may not release the scoring of proposers until a contract has been awarded.  The rankings follow:

Contract Term

The term of this contract is expected to be two years. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.

 

Financial Impact

HDR Engineering, Inc.'s fee under the contract will not exceed $807,034 which includes all subconsultant and reimbursable costs. Funding for these services is available in the Water Services Department's Capital Improvement Program budget. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.
