Request to authorize the City Manager, or his designee, to enter into a contract with United Fire Equipment Company (Vendor No. 3017013) to provide Class A dress uniforms for the Fire Department. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
This contract will provide Class A dress uniforms to Fire Department personnel in accordance with the terms set forth in the 2016-2019 Memorandum of Understanding (MOU) between the City of Phoenix and Phoenix Fire Fighters Association Local 493. The MOU requires Class A dress uniforms to be provided for all new hires and promotions up to the level of Captain as a one-time benefit for its members effective July 1, 2017.
The Class A selection process was managed under the supervision and interaction of the implemented Fire Department Relationship By Objectives (RBO) process. This is a collaborative process of the Local 493 Union and Phoenix Fire Department Management. The RBO committee evaluated price, availability, quality, performance, National Fire Protection Association (NFPA) standards, and consistency within the colorization and the dye lots. The Committee made the decision to go with a Lion Apparel shirt that is also NFPA compliant and then supported by a Fecheimer jacket and pants.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as the vendor encompasses all product lines approved by the Fire Department Relationship By Objectives (RBO) committee and the vendor is local so sizing alterations can be completed on site of the vendor's local office.
Contract Term
The four-year contract term shall begin on July 1, 2017.
Financial Impact
The aggregate contract value will not exceed $740,000.00 with an estimated annual expenditure of $185,000.00. Funds are available in the Fire Department budget.
