Description
Request to authorize the City Manager, or his designee, to enter into a contract with PlaceEconomics for a one-time purchase to provide the Planning and Development Department an economic impact study for historic preservation in an amount not to exceed $105,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Planning and Development Department seeks to have PlaceEconomics conduct a study to provide an evaluation of the documented economic and other benefits of historic preservation projects, buildings, and neighborhoods in Phoenix. This study will aid in identifying, protecting, and rehabilitating existing building stock that can lead to additional private investment, while maintaining affordable housing stock. The report is to be presented to the Historic Preservation Commission, City Council and at the Arizona Historic Preservation Conference.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as a result of a Special Circumstance Without Competition Determination Memo citing the request has restrictive specifications and PlaceEconomics is the only nationally known firm that conducts this type of study at a city-level. The determination memo was completed and approved by the Deputy Finance Director recommending the contract with PlaceEconomics be accepted.
Contract Term
The contract will begin as soon as City Council approves the request and staff can execute the agreement.
Financial Impact
The one-time purchase will have an expenditure of $105,000. Funds are available in the Planning and Development Department operating budget for Historic Preservation.
Concurrence/Previous Council Action
The Land Use and Livability Subcommittee recommended approval of this item on Sept. 16, 2020 by a vote of 4-0.
