Firefighting 3 Percent Class B Foam - City of Mesa Cooperative - #2016176 (Ordinance S-45169)

 

Description

Request to authorize the City Manager, or his designee, to access City of Mesa Cooperative Contract and to enter into a contract with Matlick Enterprises, Inc. dba United Fire Equipment Company to provide the Fire Department with 3 percent Class B Foam. Further request authorization for the City Controller to disburse all funds related to the item. The aggregate contract value will not exceed $250,000.

Summary

The Fire Department currently operates under a tactical Standard Operating Procedure (SOP) that states 3 percent Class B Foam shall be used in any emergency response situation where plain water has been indicated. The Department currently operates in excess of 60 engines with on-board, pre-plumbed and multiple discharge direct injection foam systems.  The firefighting foams are carried on firefighting apparatus, airport rescue apparatus and brush trucks to extinguish various types of fires such as gasoline, jet fuel, brush, structure, automobile, and tire fires.


Procurement Information
In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a competitive process consistent with the City's procurement processes, as set forth in Phoenix City Code, Chapter 43. Cooperative agreements allow the City to benefit from government pricing and volume discounts.

Contract Term
The five-year contract term will expire on or about Nov. 30, 2023.

Financial Impact
The aggregate contract value will not exceed $250,000. Funds are available in the Fire Department's budget.
