Summary
The Region 9 Office of Head Start has required the Head Start Birth to Five Program develop and implement a written Quality Improvement Plan (QUIP) in response to the results of the Risk Assessment Notification (RAN) initiated by Region 9 Office of Head Start. The RAN process was initiated because of a contracted Child Care Partner who violated the Head Start Birth to Five Standards of Conduct. The QUIP outlines the following actions necessary to ensure the health and safety of enrolled children and minimize the risk of future violations. First, a review and update where necessary, of the Head Start Birth to Five Program's Standards of Conduct policy, and contracts with Education Service Providers and Child Care Partners. Upon review of contracts, verbiage to require training on the Standards of Conduct within 30 days of hire was added. The second step is to train all staff, contractors, and volunteers in person on the updated policy and procedures to ensure compliance with the Standards of Conduct. Once all staff have been trained, implementation of the updated policy and procedures will begin. After implementation has been established, Head Start Birth to Five staff will monitor classrooms to observe evidence that the updated policy and procedures are being implemented system wide. Monitoring data will be analyzed to determine if further training is needed, or if the policy and procedures are implemented with fidelity.
As the Governing Board for the Head Start Birth to Five program, the Economic Development and Housing Subcommittee is requested to approve the QUIP (Attachment A).
Contract Term
This request does not change the term of the Education Service Providers and Child Care Partners contracts.
Concurrence/Previous Council Action
The item is scheduled to be reviewed by the Head Start Birth to Five Policy Council on June 10, 2024.
