Multi-Family Roofing Replacement Project Contract - IFB FY27-086-04 - Request for Award (Ordinance S-53244) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with Capstone Roofing, LLC to provide multi-family roofing replacement for the Housing Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $2.5 million.

Summary

The contract will support multi-family portfolios and future preservation initiatives. Work under this project includes a comprehensive roofing restoration effort involving repairs and/or the complete removal of existing roofing systems and the furnishing and installation of new roofing assemblies and associated components.

 

Procurement Information

An Invitation for Bid procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.

 

Six vendors submitted bids deemed to be responsive to posted specifications and responsible for providing the required goods and services. Following an evaluation based on price, the procurement officer recommends award to the following vendor:

Contract Term

The contract will begin on or about October 31, 2026, for a five-year term with no option to extend.

 

Financial Impact

The aggregate contract value will not exceed $2.5 million. These projects are being funded through General Obligation Bond funding or U.S. Department of Housing and Urban Development grant funds. There is no impact to the General Fund.
