Administrative Services for Housing Preservation Projects- Contract RFA FY26-086-14 - Request for Award (Ordinance S-53056) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with MRT Design LLC. ("MRT"), to provide Administrative Services for the Housing Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $250,000.

 

Summary

This contract provides administrative oversight and inspection services for future preservation projects within the City of Phoenix Housing Department’s Asset & Property Management Multi-Family portfolios. The contractor’s responsibilities include day-to-day administration, project oversight, operational support, vendor coordination, safety monitoring, and support related to surveys, plans, and permits. Occupied unit coordination will continue to be performed by Housing Department staff.

 

The Street Transportation Department utilized MRT for Phase 1 under the Architectural On-Call Services for Calendar Years 2024-2025 contract 159513. The firm prepared scopes and technical requirements, and coordinated with the Historic Preservation Office. Because MRT is already familiar with the properties, historic preservation needs, and regulatory requirements, the firm is well-positioned to provide efficient, effective oversight for Phase 2 and upcoming rehabilitation projects.

 

MRT Design, LLC., has demonstrated the staffing capacity and technical expertise necessary to support these rehabilitation efforts through completion or until available funding is exhausted. Engaging a new vendor at this stage would delay the project schedule and incur additional costs, negatively impacting these critical preservation projects.

 

Procurement Information

In accordance with City of Phoenix Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason:

Contract Term

The contract's term will extend through the completion of the projects, which is anticipated to occur by May 31, 2028.

 

Financial Impact

The aggregate contract value will not exceed $250,000. These projects are being funded through GO Bond funding or U.S. Department of Housing and Urban Development grant funds.
