Request Seeking Council Authorization to Exceed the 8-Hour Rule to Research and Develop a Potential Worker Retention Policy - Citywide

 

Description

Per Rule 15 of the Rules of Council Proceedings request City Council approval for City staff to spend in excess of eight hours of time to research and examine options available to the City to assist workers employed by third parties at City facilities in maintaining employment when contracts shift from one vendor to another.

Summary

On June 5, 2026, Mayor Kate Gallego, Vice Mayor Kesha Hodge Washington, and Councilwoman Betty Guardado submitted a memo (Attachment A) to the City Manager requesting research of options available to the City to develop a potential worker retention policy to assist those workers employed by third parties at City facilities when the contract moves from one vendor to another. The requested research requires more than eight hours of staff time to complete. If approved, staff will conduct the necessary research and report to the City Council on progress in the fall of 2026.
