Summary
The City of Phoenix has long prioritized increasing the supply of housing for households at all income levels and family sizes through a variety of policies, programs, and initiatives. Building on this prioritization of housing, Phoenix City Council approved the Housing Phoenix Plan in 2020 with a goal to create or preserve 50,000 housing units by 2030. The City has exceeded the Housing Phoenix Plan’s unit goal with more than 64,000 housing units created or preserved as of December 2025.
The third initiative of the Housing Phoenix Plan, Redevelop City-Owned Land with Mixed-Income Housing, focuses on redevelopment of City-owned land to increase the supply of affordable and mixed-income housing. To effectuate the commitment to utilizing City-owned land to increase housing supply, Phoenix City Council approved a list of City-owned parcels ideal for affordable or mixed-income housing development in 2020 with an updated list approved in 2022. To date, approximately 66 percent of the approved parcels slated for residential use have been released via Requests for Proposal as part of a joint effort between the Housing, Neighborhood Services, and Community and Economic Development departments.
Staff will present the Community Services and Education Subcommittee with an overview of current City-owned land projects under initiative three of the Housing Phoenix Plan, along with key City redevelopment projects that support progress on the City’s housing initiatives.
