Description

Request to authorize the City Manager, or the City Manager's designee, to execute an amendment to Agreement 162922 with Hazen and Sawyer, P.C. to provide additional Engineering Services for the Sub-Regional Operating Group 91st Avenue Wastewater Treatment Plant 1A Rehabilitation Project. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The additional fee for services included in this amendment will not exceed $5 million.

Summary

The purpose of this Project is to review and prioritize the project scope items and make recommendations for the rehabilitation and replacement of equipment, facilities, and systems necessary to meet project goals.  Rehabilitation or replacement of assets throughout the Plant 1A treatment train, may include, but are not limited to: primary sedimentation control gates, basins, aeration basins, blowers, instrumentation, and secondary sedimentation control gates, basins, and clarifier equipment.

 

This amendment is necessary to add additional funding for construction administration and inspection services. This amendment will provide additional funds to the agreement.

 

Consultant’s additional services include, but are not limited to, construction administration and inspection. These services may involve performing on-site examination of materials, equipment, and workmanship and providing quality control during the course of construction. The consultant will also arrange and coordinate special inspections as required.

 

The 91st Avenue Wastewater Treatment Plant is owned by the Sub-Regional Operating Group (SROG) and operated by the City of Phoenix.

 

Contract Term

The term of the agreement amendment is three years from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.

 

Financial Impact

  • The initial agreement for Engineering Services was approved for an amount not to exceed $5 million, including all subconsultant and reimbursable costs.
  • This amendment will increase the agreement by an additional $5 million, for a new total amount not to exceed $10 million, including all subconsultant and reimbursable costs.

 

Funding for this amendment is available in the Water Services Department's Capital Improvement Program budget.

The Sub-Regional Operating Group Advisors:

  •  Authorized the project on August 13, 2025.

 

The City Council approved:

  • Engineering Services Agreement 162922 on May 7, 2025 (Ordinance S-51876).
