Description
Request to authorize the City Manager,or his designee, to appropriate and expend Community Project Funding from United States Department of Housing and Urban Development, United States Department of Justice, United States Department of Small Business Administration, Federal Aviation Administration. Further requests to authorize the City Treasurer to accept and the City Controller to disburse all funds for the life of the grants. The total funds received will not exceed $12,292,000.

Summary
The Office of Government Relations coordinated with Departments to submit projects for Congressional Directed Spending through the Fiscal Year 2025-26 federal appropriations process. Each project had to have extensive community engagement and support, as only competitive projects with demonstrated community support were considered. The appropriations process was extremely competitive, not only on a regional level, but nationally as well. The City was successful in securing $12,292,000 for projects throughout our community.
Of the projects submitted by the City, ten were approved for funding by Congress:
- Aviation Department will receive $250,000 for Sky Harbor Improvements.
- Phoenix Fire Department will receive $850,000 for the Fire Station Improvements.
- Phoenix Fire Department will receive $2,175,000 for the Wildland Emergency Response Acquisition.
- Phoenix Fire Department will receive $800,000 for the Alternative Fuel Vehicle Fire Mitigation & Acquisition Project.
- Phoenix Fire Department will receive $1,500,000 for the Phoenix Fire Member Services Building Renovation.
- Phoenix Police Department will receive $2,062,000 for the Phoenix Real Time Crime Center.
- Phoenix Police Department will receive $1,900,000 for the Law Enforcement Simulator Training Equipment.
The following Departments will serve as a pass through entities for Congressionally Directed Spending projects:
- Community and Economic Development Department will receive $925,000 for Phoenix Start-up Commercialization Accelerator operated by the Southwest Mission Accelerator Center (SWMAC). SWMAC will help attract high-growth companies, accelerate their defense-market entry, cultivate investment, create high-quality jobs, and expand Phoenix's strategic innovation base. Payment terms will be consistent with the City's grant agreement with the U.S. Small Business Administration for these funds.
- Council District 3 will receive $830,000 for the Phoenix Emergency Shelter Services operated by CASS, which will address emergency shelter services for low-to moderate-income residents facing homelessness in the Phoenix metropolitan area. The renovations will allow CASS to enhance services to provide a bridge to permanent housing. Soliciting department will be responsible for funds disbursement to nonprofit. Period of performance will end on or around April 2029.
- Housing Department will receive $1,000,000 for the M.D. Hawkins Veterans Center Renovation Project, which will enable the completion of the second phase renovation of U.S. VETS' new site in North Phoenix. Upon completion, the location will boast state-of-the-art facilities where clients can access the guidance and tools they need to achieve housing stability and wellness. This project addresses veteran homelessness by directly providing housing and tailored, wraparound support for vulnerable clients in the region who are from low-to no-income households. In total, 180 veterans will be housed with 152 transitional beds (approximately 70 units), and U.S. Vets will be constructing an additional 60 low-income units for rent.
Contract Term
The grant period of performance begins when the grant agreements are signed with each respective federal agency and will end on date stated on signed the grant agreement.
For pass through grants, Departments will be responsible for funds disbursement to nonprofit. Unless otherwise noted, period of performance will end on or around August 31, 2034.
Financial Impact
No matching funds are required and there is no budgetary impact to the City of Phoenix and no general-purpose funds are required.
