Description
Request to authorize the City Manager, or his designee, to enter into an agreement with the Arizona Community Action Association, Inc. dba Wildfire to accept utility assistance funds in an amount not to exceed $1,033,032 for fiscal year 2026-2027. Further request to authorize the City Treasurer to accept, and the City Controller to disburse, all funds related to this item.

Summary
Funding provided to the City of Phoenix through this agreement will be used to assist low-income individuals and families with low-incomes with utility bills. The funding will allow the Human Services Department to provide emergency financial assistance to approximately 2,000 households.
Funding consists of both federal and local funds including: Utility, Repair, Replace, and Deposit Funds, funding from Arizona Public Service, Salt River Project and Southwest Gas, and funding from the Low Income Energy Assistance Program.
Contract Term
The Contract will begin on or about July 1, 2026 and run through June 30, 2027.
Financial Impact
The total amount of the contract will not exceed $1,033,032. There is no impact to the General Fund.
