Description

Request retroactive authorization for the City Manager, or his designee, to allow the Police Department to apply for, accept, and enter into an agreement with the Bureau of Justice Assistance for the FY 2019 Enhanced Collaborative Model Task Force to Combat Human Trafficking: Supporting Law Enforcement's Role Grant. Authorization is also requested to enter into a Memorandum of Understanding with Task Force members supporting this grant. Further request authorization for the City Treasurer to accept, and for the City Controller to disburse, all funds related to this item.

Summary

The Police Department applied for, and was awarded, the FY 2016 Enhanced Collaborative Model to Combat Human Trafficking Grant. The purpose of this grant was to support the development and enhancement of a multidisciplinary human trafficking task force that implemented collaborative approaches to combat all forms of human trafficking within the United States. Funding provided from the FY 2019 grant will supplement the progress made in the effort to combat human trafficking. Specifically, funding will be utilized for overtime, related fringe benefits, personnel, travel expenses, equipment, supplies and to fund a sub-award to the Arizona State University for the research and evaluation of the grant. The focus of this funding is to provide support to law enforcement entities to continue building capacity and operational effectiveness as a core member of a collaborative, multidisciplinary human trafficking task force.

 

The grant application was due on June 11, 2019. If authorization is denied, the grant application will be rescinded.

 

Contract Term

Three years beginning Oct. 1, 2019 through Sept. 30, 2022.

 

Financial Impact

The total funding request is $1,200,000. A 25 percent match is required; funding has been identified in the Anti-Racketeering Revolving Funds within the Police Department's budget.
