Description
Request to authorize the City Manager, or his designee, to enter into a contract with LeSar Development Consultants to facilitate the development and submission of the 2020-25 Consolidated Plan, the 2020-21 Annual Action Plan and the Analysis of Impediments to Fair Housing Choice. Further request authorization for the City Controller to disburse all funds related to this item for the life of the contract term. The value of the contract will not exceed $95,000.

Summary
The 2020-25 Consolidated Plan will contain the requirements for the U.S. Department of Housing and Urban Development (HUD) programs that provide critical funds to address housing and community development needs to entitlement cities, like Phoenix, each year. The four fund sources highlighted in the Consolidated Plan are: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).
LeSar Development Consultants will ensure critical housing and community development needs are identified through comprehensive research, planning and public input. During the development of the Consolidated Plan, community leaders and residents will have the opportunity to offer input on housing, homelessness, social services, and community development needs for the five-year planning period. This information, along with other assessments, will form the basis of the 2020-25 Consolidated Plan.
The 2020-21 Annual Action Plan will describe how funds will be used to address the priorities and achieve the goals outlined in the first year of the five-year Consolidated Plan, while the Analysis of Impediments to Fair Housing Choice study will help identify and overcome obstacles to fair housing choice.
Draft versions of the Consolidated Plan, the Annual Action Plan, and the Analysis of Impediments to Fair Housing Choice will be shared for a 30-day public comment period to solicit input on the draft documents. Staff will return to City Council to request final review and approval of the Consolidated Plan, Annual Action Plan, and Analysis of Impediments to Fair Housing Choice prior to the City's final submission to HUD, which is due by May 15, 2020.
Procurement Information
Three consulting firms responded to the Request for Proposals (RFPs) issued on Aug. 6, 2019. The proposals were scored by a four-member evaluation committee based on the following criteria (100 points total):
- Experience Developing Consolidated Plans, Annual Action Plans, and Analysis of Impediments to Fair Housing Choice Studies (25 points)
- Methodology and Approach (25 points)
- Organizational Capacity (25 points)
- Cost Effectiveness, Budget and Value (25 points)
All offers were responsive and responsible. The evaluation committee reached a consensus and recommended entering into contract with LeSar Development Consultants. The proposers and their final scores are as follows:

TDA Consulting: 70 points
Contract Term
The contract term will begin on or about Sept. 19, 2019 and end on Sept. 30, 2020.
Financial Impact
The contract value will not exceed $95,000. These services are funded by the HUD; there is no impact to the General Fund.
