Pursuant to A.R.S. 4-203, a spirituous liquor license shall be issued only after satisfactory showing of the capability, qualifications and reliability of the applicant and that the public convenience and the best interest of the community will be substantially served by the issuance. If an application is filed for the issuance of a license for a location, that on the date the application is filed has a valid license of the same series issued at that location, there shall be a rebuttable presumption that the public convenience and best interest of the community at that location was established at the time the location was previously licensed. The presumption shall not apply once the licensed location has not been in use for more than 180 days.

I have the capability, reliability and qualifications to hold a liquor license because:
“There are multiple owners of this business who hold liquor licenses in Arizona as well as other states. The owners consistently ensure that all staff receives Arizona liquor law training to protect the health safety and welfare of Arizona citizens. The owners have never had any liquor violations at any of their businesses due to their policy and procedures as well as closely monitoring all of their sites.”
The public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license because:
“This is an existing store serving the local community with pick up or delivery orders. The business will continue to serve the community in he same manner, however, they will be offering packaged to go beer in orders. Their policy is very strict to ensure no person underage or obviously intoxicated is sold by alcoholic beverage. There will not be any consumption of alcohol on the site or adjacent property to conform with Arizona Liquor Law. Furthermore the legislature modified the statue allowing #10 to be within 300 feet of churches.”
