Request to authorize the City Manager, or his designee, to enter into a contract with Universal Protection Service, LP dba Allied Universal Security Services to provide Security Guard Services for the Water Services Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $9,743,000.

Summary
This contract provides security guard services for all Water Services Department (WSD) facilities, including water and wastewater treatment sites and remote facilities. These services protect not only WSD facilities but also City of Phoenix employees, contractors, visitors, and City-owned assets. Without security guard services, WSD would face a significantly heightened security risk.
Universal Protection Service, LP dba Allied Universal Security Services will provide experienced, licensed, uniformed security guards responsible for the physical security of all WSD facilities. Their duties include monitoring CCTV systems and other equipment at guardhouses, performing basic operations of the City's PC-based access control and intrusion detection systems, conducting security inspections and facility patrols, responding to alarms, observing the public and identifying potential disturbances, reporting security and safety violations, assisting WSD in emergency situations, and preparing daily activity reports.
Procurement Information
A Request for Proposal procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Nineteen vendors submitted proposals deemed responsive and responsible. An evaluation committee of City staff evaluated those offers based on the following criteria with a maximum possible point total of 1,150.

- Capacity and Capability (0-260 points)
- Experience (0-150 points)
- Cost (0-100 points)
After reaching consensus, the evaluation committee recommends award to the following vendor:
- Universal Protection Service, LP dba Allied Universal Security Services (595.46 points)
Offerors not selected for award are included in Attachment A.
Contract Term
The contract will begin on or about January 1, 2027, for a five-year term with no options to extend.
Financial Impact
The aggregate contract value will not exceed $9,743,000.
Funding is available in the Water Services Department's Operating budget.
