Description
Request to authorize the City Manager, or his designee, to enter into a contract with Proforce Law Enforcement to provide the Police Department with Glock firearms and Glock factory replacement parts in an amount not to exceed $750,000. Further request authorization for the City Controller to disburse all funds related to this item.

The Police Department's Property Management Bureau issues Glock firearms to all new police recruits as a part of their personal protective equipment, and replacements to existing personnel if a Glock firearm cannot be repaired. The Training Bureau utilizes Glock firearms as a part of their ongoing officer training and weapons qualification, which are critical to the operations of the Police Department to provide life safety efforts.
Procurement Information
IFB 18-280 Glock Firearms and Glock Factory Replacement Parts was conducted in accordance with Administrative Regulation 3.10. The solicitation was emailed to 68 vendors and was posted on the City's website. One offer was received by the Procurement Division on Oct. 5, 2018. The price has been determined to be fair and reasonable based on past purchases.
The Deputy Finance Director recommends the offer from Proforce Law Enforcement be accepted as the lowest priced, responsive and responsible offer.
Contract Term
The contract term will begin on or about Dec. 1, 2018 and end on Nov. 30, 2023.
Financial Impact
Expenditures against this contract shall not exceed the aggregate amount of $750,000. Funds are available in the Police Department's budget. In addition, the contractor is offering $225 for trade-ins of used Glock firearms, to be applied towards the purchase of new Glock firearms, with the potential savings to the City of up to $139,500.
