Enter into an Intergovernmental Agreement for Transportation Funding Related to Design Assistance Grant and Update for Bicycle Master Plan Grant through Maricopa Association of Governments (Ordinance S-45828)

 

Description

Request to authorize the City Manager, or his designee, to apply for, accept, and if awarded, enter into agreements for transportation funding through a Maricopa Association of Governments (MAG) Call for Projects for Design Assistance and an update for the Bicycle Master Plan. The funding supports exploring the feasibility of a prospective bicycle and pedestrian project as well as updating the City's current Bicycle Master Plan. Further request authorization for the City Treasurer to accept and the City Controller to disburse all funds for purposes of this ordinance. The Street Transportation Department is requesting to apply for up to $500,000 in combined grant opportunities.

Summary

MAG has issued two Calls for Projects:

 

The first, is a Design Assistance Grant which provides cities an opportunity to perform a project assessment or feasibility study on a prospective project that aims to improve quality of life, complete a regional shared use path and/or canal network, improve bicycle and pedestrian access to transit or provide safety improvements in general for bicycle and pedestrian facilities. This year MAG has $500,000 to allocate through this program. Projects will be scored and evaluated based on their individual merits.

 

The second, is a Bicycle Master Plan Grant which provides an opportunity to create or update an existing Bicycle Master Plan for the first time. The Phoenix City Council approved the City's first Bicycle Master Plan in 2014. Over the last few years, the primary focus of street design has shifted to include the safety and comfort for all users of the right-of-way which includes bicycles. With an increase in community requests for additional, connected and enhanced bicycle facilities, this grant would allow for an update to the original Bicycle Master Plan that coordinates with the City's other transportation plans, including the Key Corridors Master Plan. This year MAG has $600,000 to allocate through this program. Projects will be scored and evaluated based on their individual merits.

 

Financial Impact

The Street Transportation Department is requesting to apply for up to $500,000 in combined grant opportunities for both the Design Assistance Grant and the Bicycle Master Plan Update Grant and expect the local fund match requirement for both of these two grant opportunities not to exceed $100,000 in local funds. The local match requirement is available through the Street Transportation Capital Improvement Program.
