Regional Bike Share Program Expansion - ST87600078 (Ordinance S-43447)

 

Description

Request to authorize the City Manager, or his designee, to approve the purchase of bicycle racks, bicycles, and kiosks from CycleHop, LLC ("CycleHop") in the amount not to exceed $825,000 to support the City's Grid Bike Share Program expansion. Additionally, staff requests approval to execute an amendment to Agreement 137019 with CycleHop to revise the contract terms and conditions as well as add the federal requirements related to the acceptance of federal aid funds by the City of Phoenix to expand the bike share system. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

In recent years, the City of Phoenix has made significant progress toward adding and improving bicycle facilities as part of a larger strategy to build a strong and active multi-modal transportation system.  In addition to other programs that add connecting bicycle lanes on city streets, the City Council approved the launch of the Grid Bike Share Program in November 2014.  The Grid bike share program enhances Phoenix's overall multi-modal public transportation sytem.

 

The Grid Bike Share Program started with 250 bicycles at 24 stations. In 2015, the City Council approved the purchase of 250 additional bicycle racks for the program using funds from the Street Transportation Department's non-general fund reserve account for citywide bicycling improvements.

 

Use of the Grid Bike Share has steadily increased, with the summer months of 2016 alone having more bike share rides than all of 2015. In calendar year 2016, there were 47,826 trips taken by 9,927 riders for a total of 81,095 miles, a 28.5 percent increase in trips and 29.7 percent increase in total miles from the same period in 2015.  Membership in the Grid Bike Share Program has grown to a total of 11,685 registered users in the past two years. As of Dec. 31, 2016, the Grid Bike Share system has grown to 49 stations with the capacity for 500 bicycles.

 

The Grid Bike Share Program has done well and seen success in Phoenix. The system is generally geographically balanced based on utilization, with some stations popular enough to warrant expansion. Bike Share has been particularly popular in the area bounded by Jefferson to Roosevelt streets and 5th Avenue to 5th Street. The top origination and destination hubs are shown in Attachment A. The bicycle racks at small stations such as 3rd Street and Taylor Street, 5th Avenue and Fillmore Street, and 5th Street and Roosevelt Street fill up faster than larger stations such as Central Avenue and Roosevelt Street, and 1st Street and Pierce Street.

 

Procurement Information

CycleHop has a contract with the City to establish and operate the bike share network throughout the City of Phoenix. The bicycle racks, bicycles and kiosks will be purchased from CycleHop to ensure operational compatibility and compliance with the contractual requirements for maintenance. The bicycle racks and bicycles are designed to operate with a lockbox and controller that contain a Global Positioning System (GPS)-enabled lock system and software required to track users and bike locations. Under the existing contract with CycleHop, the vendor is required to maintain the bicycles, bicycle racks and kiosks in service.

 

Contract Term

The contract with CycleHop will include the additional federal requirements related to the acceptance of federal aid funds received by the City of Phoenix to expand the current bike share system. All equipment purchased with local or federal funds will be placed within the public right-of-way or on public property such as public transit centers.

 

Financial Impact

The total cost to implement the expansion of the Regional Bike Share Program is $825,000. In 2016, the City of Phoenix was awarded federal funding in the amount of $777,975 using Congestion Mitigation Air Quality (CMAQ) funds to procure approximately 303 bicycle racks, 200 bicycles and 10 kiosks. The maximum federal participation rate is 94.3 percent, or $777,975 of the total project cost. The City of Phoenix is required to provide 5.7 percent, or $47,025, of local match funding.

 

Concurrence/Previous Council Action

On March 14, 2017, the Transportation and Infrastructure Subcommittee unanimously approved the staff recommendation.

 

On Oct. 30, 2013, the City Council approved the request to apply for and accept Transportation Alternatives Program (TAP) funding, including CMAQ funds for construction projects to improve accessibility, connectivity, and safety for pedestrians and bicyclists. This approval also included acceptance and disbursement of federal funds through Ordinance S-40336.

 

On June 5, 2013, the City Council awarded Contract 137019 with CycleHop to provide bike share services.

 

Location

Twenty new stations and four expanded stations are proposed to provide new or improved amenities for Bike Share users. The 20 new stations are proposed to build upon the existing network to be installed along business and entertainment locations. Attachment B shows the proposed expanded bike share station locations. The selection of station locations is based on strategic factors that include: user demand, transit connectivity, land use, and others.
