Sanitary Sewer Rehabilitation Program Construction Administration and Inspection Services - Engineering Services - WS90500118 and WS90500299 (Ordinance S-53100) - Citywide
Description
Request to authorize the City Manager, or his designee, to enter into separate agreements with four consultants listed below to provide Engineering Services that include construction administration and inspection for the Sanitary Sewer Rehabilitation Program. Further request to authorize execution of amendments to the agreements as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The total fee for all services will not exceed $20 million.
Additionally, request to authorize the City Manager, or his designee, to take all action as may be necessary or appropriate and to execute all design and construction agreements, licenses, permits, and requests for utility services related to the development, design and construction of the project. Such utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads and other modes of transportation. Further request the City Council to grant an exception to Phoenix City Code 42-20 to authorize inclusion in the documents pertaining to this transaction of indemnification and assumption of liability provisions that otherwise should be prohibited by Phoenix City Code 42-18. This authorization excludes any transaction involving an interest in real property.

Summary
The purpose of this project is to address the rehabilitation of small diameter sanitary sewer pipelines, rehabilitation and replacement of existing manholes, and the performance of warranty inspections to verify the condition and functionality of all rehabilitated assets. Small diameter sanitary sewer rehabilitation consists of rehabilitating deteriorated or older sanitary sewers in the City of Phoenix wastewater collection system. Rehabilitation consists primarily of installing structural cured-in-place pipe in existing sewers. Small diameter sewers are primarily vitrified clay pipe of eight inches to 15 inches in diameter and make up over 4,200 miles of the 5,000 miles of the City's sewer lines. Manhole rehabilitation and replacement consists of repairing deteriorated surfaces and coating the manhole. More severe deterioration may require the installation of structural inserts. This program also includes pipe point repairs, manhole adjustments, and the installation of new manholes for maintenance access.
This program will include managing multiple Job Order Contractors for pipe rehabilitation, pipe assessment, pipe repair, general construction, and manhole rehabilitation. In addition, it is anticipated there will be various Job Order Agreements for the point repairs and manhole adjustments, and low bid contracts for pipe rehabilitation. The consultants will utilize artificial intelligence provided by the City of Phoenix to assess older infrastructure.
The consultants' services include, but are not limited to: provide oversight of the project construction activities to ensure protection against defects and deficiencies in the work of contractors and their subcontractors; inspect the site through various stages of construction to inspect the quality of the executed work and to verify the work is in accordance with construction documents and specifications; confirm contractors' work progress and quantities of work completed are on schedule and meet standards; review contractor cost proposals, work submittals, shop drawings, RFIs, program/project change requests, payment applications, and other documents as directed by the City; perform field inspections (visual, probe, and testing) where required for completed repairs and reject work not conforming to project documents and specifications; provide weekly field reports with associated photos/videos of observations and tests performed; evaluate CCTV documentation for rehabilitation performed on pipe segments; conduct project-related design and construction progress meetings; evaluate project as-builts, including documentation of the size, locations, and orientation of repairs, and facilitate the delivery of final record drawings to the City; collect and provide asset management documentation on all adjustments, replacements, and modifications to existing facilities; provide survey services for as-builts on infrastructure modifications, and provide a NACE III Level Inspector to oversee manhole surface prep work.
Procurement Information
The selections were made using a qualifications-based selection process set forth in Section 34-604 of the Arizona Revised Statutes (A.R.S.). In accordance with A.R.S. Section 34-604(H), the City may not publicly release information on proposals received, including the scoring results, until an agreement is awarded. Six firms submitted proposals and are listed below.

Contract Term
The term of each agreement is five years from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The agreement value for each of the consultants will not exceed $5 million, including all subconsultant and reimbursable costs. The total fee for all services will not exceed $20 million.
Funding is available in the Water Services Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
