Description
This report requests the Economic Development and Housing Subcommittee, which serves as the City of Phoenix Head Start Birth to Five Governing Board, to approve the Head Start Birth to Five Program's request to submit a disposition request to the Office of Head Start for the playground, shade structure, and two six-seer, five-ton heating, ventilation and air conditioning (HVAC) systems at Cactus Kids Preschool. These items are capital equipment, and the current market value is over $5,000. No Head Start Birth to Five grant funds or General Funds will be used.

Summary
The contract between the City of Phoenix and Cactus Kids Preschool expires on June 30, 2024, and will not be renewed. Over the last five years, Head Start funds have been used to purchase a playground, shade structure, and two six-seer, five-ton HVAC systems; all pieces of equipment have a current market value over $5,000. Due to the current market value of the equipment, a formal disposition request must be submitted to Region 9 Office of Head Start for disposition instructions.
Upon approval from the Head Start Birth to Five governing body, a formal disposition request will be submitted to Region 9 Office of Start to determine how the equipment will be disposed.
It is anticipated that one of three options will be approved by Region 9 Office of Head Start: 1) require Cactus Kids Preschool to pay fair market value for the equipment, 2) lease the equipment to Cactus Kids Preschool until fully depreciated, or 3) give the equipment to Cactus Kids Preschool at no charge.
Financial Impact
There is not impact to the General Fund.

This item was approved by the Head Start Birth to Five Policy Council on May 13, 2024, by a vote of 10-0.
