Authorization to Accept Donation of a Canine from United States Navy (Ordinance S-45213)

 

Description

Request authorization for the City Manager, or his designee, to retroactively accept the donation of a canine from the United States Navy for the Phoenix Police Department's Tactical Support Bureau; and further authorizing the City Manager, or his designee, to enter into a hold harmless agreement with the United States Navy to transfer the canine. The donation of the canine is valued at $10,000.

Summary

The Navy offered to donate a five-year old Belgian Malinois that is not meeting their operational needs to the Police Department. The Navy has donated canines to other law enforcement agencies on numerous occassions in the past. They find it is more beneficial to donate the canine to an agency rather than try to sell it.

 

The Police Department utilizes canines to search for outstanding wanted persons, clear homes or other areas rendering them clear of people, article/drug/explosive searches and during SWAT operations. The department currently has one canine vacancy that this donation will fill.

 

Financial Impact

The donation will save the Police Department the cost of purchasing a new canine, which is approximately $10,000. Funds for ongoing training, care and maintenance, vaccinations, medications and annual recertification are available in the Police Department's operating budget.
