Amendment of Intergovernmental Agreement with City of Glendale (Ordinance S-46283)

 

Description

Request to authorize the City Manager, or his designee, to execute an amendment to the Intergovernmental Agreement (IGA) with the City of Glendale to allow the City under special circumstances to deliver recyclable materials to the City of Glendale's facility for processing, in exchange for the City's receipt of Glendale's recyclable materials for processing at a City facility. This IGA amendment will be conducted as a true balanced reciprocal agreement on a ton-for-ton basis with no monetary exchange required.

Summary

The City of Phoenix and City of Glendale mutually agree it is beneficial and good business for each party to use the facilities owned by the other on a reciprocal basis to support operations. This IGA creates mutual service benefits and operational efficiencies in collection and disposal, including vehicle routing, avoidance of excessive travel times and distances, fuel economy, and reduction of air pollution. This amendment would allow balanced exchange of recyclable materials, under special circumstances including temporary closure, renovation or equipment malfunction at the North Gateway Material Recovery Facility (MRF), 27th Avenue MRF and City of Glendale's MRF, or in an emergency such as impassable roads, accidents, or fire.

 

Contract Term

The initial three-year term of this IGA began on July 1, 2018, through June 30, 2021. Provisions of the IGA include an option for one extension for an additional two-year period, to be exercised by the City Manager, or his designee.

 

Financial Impact

This amended agreement will be conducted as a ton-for-ton exchange with no monetary value for the recyclable materials.

 

Concurrence/Previous Council Action

Authorization to enter into an agreement with City of Glendale was approved by City Council on June 6, 2018. The original IGA allows for a balanced exchange of solid waste material. This amendment would include recyclable materials.
