Request Approval to Apply for a Head Start Birth to Five Non-Federal Share Waiver

 

Description

The purpose of this report is to request the Community and Cultural Investment Subcommittee, which serves as the Head Start Birth to Five Governing Board, approve the request of the Head Start Birth to Five Program to apply for a Non-Federal Share waiver from the Office of Head Start for the Fiscal Year (FY) 2020-21.

Report

Summary

The Head Start Birth to Five Program receives funding through the U.S. Department of Health and Human Services, Administration of Children, Youth and Families for the following programs:

 

a. Early Head Start (EHS) Child Care Partnerships serving children ages birth to three;

b. Head Start Preschool serving children ages three to five; and

c. EHS Home-Based program serving children ages birth to three.

 

The grants for these programs require a non-federal share match of 25 percent. A large portion of the match comes from parent volunteers. Due to the COVID-19 pandemic, parents could not volunteer in the classroom. For this reason, the Head Start Birth to Five Program is requesting a waiver for a portion of the non-federal share match for FY 2020-21.

 

The total non-federal share match for FY 2020-21 is $9,812,348, of which the Head Start Birth to Five program was able to match $6,320,383.30 for a shortfall of $3,491,964.70. The Head Start Birth to Five program has worked diligently to meet the obligation of the 25 percent non-federal share match but, due to the COVID-19 pandemic, requests a waiver for FY 2020-21. The Office of Head Start is anticipating grantees to request this waiver.

 

Contract Term

The remaining term of the contract is July 1, 2021, to June 30, 2024. This request does not change the terms of the contract.

 

Financial Impact

Funding for the Head Start Birth to Five program is available through the U.S. Department of Health and Human Services, Administration of Children, Youth and Families. No additional General Funds will be used.

 

Concurrence/Previous Council Action

The Head Start Birth to Five Policy Council approved this item on Sept. 13, 2021.
