Description
Request to authorize the City Manager, or his designee, to purchase one Inductively Coupled Mass Spectrometer (ICPMS) including training, five years of maintenance services, and supplies. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The ICPMS is used to comply with the Environmental Protection Agency's (EPA) Method 200.8 to determine trace elements in water and wastewater. This equipment uses a type of mass spectrometry that is capable of detecting metals and several non-metals at low level concentrations. This is achieved by energizing the sample with inductively-coupled plasma and then using a mass spectrometer to separate and measure those ions. The elements tested for include arsenic, antimony, selenium, strontium, thallium, and vanadium. It is also used to comply with EPA Method 6020 in which the equipment is used to determine concentrations of a large number of elements in water and wastewater samples. The elements include but are not limited to aluminum, arsenic, barium, chromium, lead, and uranium. The purchase of the new equipment will replace the current ICPMS, which is reaching end-of-life and requires repair services at increasing frequency.
Procurement Information
In accordance with the City of Phoenix Administrative Regulation 3.10, the Water Services Department received two proposals from the solicitation. One offer has been determined to be non-responsive. The remaining offer is from a company in good standing with the City and the pricing has been determined to be fair and reasonable. Recommendation for award goes to Agilent Technologies, Inc.
Contract Term
The contract term for maintenance services and supplies will be for a five-year period commencing on the date of contract award.
Financial Impact
The estimated cost of the instrument is $260,000 with the total maintenance for years two through five to be approximately $73,424, and an estimate of $8,000 per year in supplies. Anticipated expenditures are not to exceed $373,424 over the life of the contract. Funding for this contract is available in the Water Services Department budget.
