Summary
WDD delivers federally funded workforce development services under the Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker programs, connecting Phoenix job seekers to career services, training, and employment.
WDD conducts targeted outreach based on areas of highest need. This includes areas of higher unemployment as well as those with households with low incomes. Through strategic partnerships with community-based organizations and also other City programs and departments, WDD is able to reach those job seekers who have the highest barriers to employment.
WDD offers Basic, Individualized, and Follow-Up services, along with specialized support such as training funding and supportive services. Program performance for Program Year 24-25 exceeded all federal targets for both Adult and Dislocated Worker programs, reflecting strong outcomes in employment, earnings, credentials, and measurable skills gains.
Financial Impact
Funding for workforce development services are administered by the U.S. Department of Labor, which is distributed to the Arizona Department of Economic Security, and then provided to the City of Phoenix.
