Summary
The Office of Head Start mandates all grantees have an inclusive leadership structure comprised of three entities, a Governing Board, a parent Policy Council, and a management team. These entities are responsible for providing leadership, direction and guidance to ensure the execution of program functions as mandated by the Head Start Program Performance Standards and the Head Start Act of 2007.
The Governing Board is responsible for administering and overseeing legal and fiscal matters pertaining to the Head Start Birth to Five Program. This includes approving policies, procedures, funding applications, financial management and compliance with laws.
The Office of Head Start requires the Grantee to conduct an orientation for the governing body to ensure the members understand the information and can effectively fulfill their responsibilities. The orientation must be held within 180 days for all new members and at the beginning of a new term.

Concurrence/Previous Council Action
The orientation will be conducted annually for the Governing Board and individually for any new members within the current term.
