Retroactive Authorization to Submit Federal Transit Administration’s RAISE Grant Program and Low No Emission Grant Program Grant Applications and Enter into Grant Agreements with Valley Metro Rail, Inc. and Valley Metro/Regional Public Transportation Authority (Ordinance S-52369) - Citywide

 

Description

Request to authorize the City Manager, or the City Manager's designee, to retroactively apply for, accept funding with the Federal Transit Administration (FTA) for grant assistance from the Fiscal Year (FY) 2024 Rebuilding American Infrastructure with Sustainability and Equity Program (RAISE) and Fiscal Year (FY) 2023 Competitive Funding Opportunity: Low or No Emission Program and Buses and Bus Facilities Program and enter into an agreement with the FTA for the purpose of accepting any grants awarded. Further request to authorize the City Manager, or his designee, to enter into agreements with Valley Metro Rail, Inc. and Valley Metro/Regional Public Transportation Authority (RPTA) to receive their pass-through shares of the awarded grants.  Additionally request to authorize the City Treasurer to accept, and the City Controller to disburse, all funds related to this item in the amount not to exceed $29,235,534.

Summary

Phoenix is the designated recipient of FTA grant funds for the Phoenix-Mesa Urbanized Area. Phoenix submits FTA grant applications on behalf of all local governments and agencies in the region. The RAISE grant is for Valley Metro Rail for the Rio East-Dobson Streetcar Extension study. The Low or No Emission Program and Bus and Bus Facilities program grant is for RPTA for funding to support the purchase of low or no emission buses and related infrastructure. All projects are in the Maricopa Association of Governments’ approved Transportation Improvement Plan and the Arizona Department of Transportation’s approved State Transportation Improvement Plan.

 

Financial Impact

The projects will be utilizing pass-through funding from the FTA. Valley Metro Rail, Inc. was awarded $15,939,835. Valley Metro/RPTA was awarded $13,295,699.
