Request to authorize the City Manager, or his designee, to enter into a contract to purchase FirstNet Standard Smartplan services and equipment from AT&T Mobility National Accounts, LLC through the State of Nevada's National Association of State Procurement Officials Master agreement 1907 along with State of Arizona Participating Addendum 13-032444. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
This contract would provide Phoenix Police Department broadband wireless communications devices and service for police operations. First Responder Network Authority (FirstNet) was established by the Middle Class Tax Relief and Job Creation Act of 2012, which in part establishes a national public safety broadband network to improve communications interoperabililty among first responders. The devices will be equipped with FirstNet LTE SIM cards which will provide unlimited voice, data, and text capabilities using compatible smart devices that operate on an nationwide network. The devices will allow for video, audio, and photographs to assist with police operations. Using FirstNet capable devices will allow for the latest in public safety technology to be used by first responders for mission critical applications. The network also provides public safety personnel with priority access and emergency preemption for high network reliability and availability not available with standard commercial carriers not on FirstNet. These devices will increase efficiency and service to the public by also allowing voice and text sessions for business related purposes, allowing these transactions to also be captured on City devices for discovery and public records access.

Procurement Information
In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a competitive process consistent with the City's procurement processes, as set forth in the Phoenix City Code, chapter 43. The contract was awarded on Nov. 20, 2012.
Contract Term
The five-year contract term will begin on or about Sept. 5, 2018.
Financial Impact
Expenditures against this contract shall not exceed $1,321,180 (including applicable taxes), with an estimated annual expenditure of $264,360. Funds are available in the Phoenix Police Department's budget.
