Description

Request City Council approval of amendments to Pay Ordinance S-45840 revising timing and eligibility requirements for merit increases, special merit increases, premium pay and promotions, and the approval authority for special merit increases and accrued sick leave payouts.

Summary

The proposed changes to sections 9(e), 10(x), 11(q), 11(r), 18(f), and 19(j) of the current Pay Ordinance (S-45840) (Attachment A) modify the approval authority for special merit increases, expand the eligibility criteria for premium pay and special merit increases, clarify the requirements for non-military deployment pay, eliminate the requirement to reset the anniversary date upon receipt of a special merit increase, clarify the merit increase date for promotions with pay increase of less than three percent, and clarify accrued sick leave payouts. These proposed changes are designed to update and streamline the Pay Ordinance by accurately reflecting and improving current City practices. Many of the proposed changes were recommended by the ASPTEA Labor-Management Committee. The intent is to give management greater flexibility to recognize and reward high performing employees.

 

Financial Impact

There is no budgetary impact. The cost of all actions taken related to these ordinance changes would be paid for within established department budgets.

 

Concurrence/Previous Council Action

The Pay Ordinance (S-45840) was approved by the City Council on June 19, 2019.
