Reciprocal Services Agreement with Waste Management - Amendment 1 (Ordinance S-46039)
Description
Request to authorize the City Manager, or his designee, to execute an amendment to Contract 149675 with Waste Management of Arizona, Inc. to allow the City under special circumstances to deliver recyclable materials to Waste Management of Arizona, Inc. facilities for processing, in exchange for the City’s receipt of solid waste materials. This amended agreement will be cost neutral to both parties with no monetary exchange required.

Summary
The City of Phoenix and Waste Management mutually agree it is beneficial and good business for each party to use the facilities owned by the other on a reciprocal basis to support operations. This agreement creates business efficiencies for managing refuse collection and disposal with vehicle routing that reduces excessive travel time and distances, reduces air pollution, and maximizes fuel economy. This amendment would allow, under special circumstances including temporary closure, renovation, or equipment malfunction at the North Gateway or 27th Avenue Materials Recovery facilities or an emergency such as impassable roads, accidents, or fire, the City to deliver recyclable materials to Waste Management facilities for processing in exchange for accepting Waste Management refuse material at City facilities.
Contract Term
The one-year term of this agreement began on April 3, 2019. Provisions of the agreement include four one-year options to extend the agreement.
Financial Impact
This amended agreement will remain cost neutral to the City with no monetary value.

Authorization to enter into an agreement with Waste Management of Arizona Inc. was approved by City Council on April 3, 2019.
