Description
Request to authorize the City Manager, or his designee, to amend Ordinance S-44292 which authorizes the Library Department to apply for, accept and enter into an agreement for funds up to the amount of $55,000, to be used to create an early language (age birth to three years) development pilot program for low-income families, from the Federal Library Services and Technology Act (LSTA) in FY 2018-2019. This also requests authorization for the City Controller to disburse all funds related to this item.

Summary
This item was originally adopted by City Council on Feb. 21, 2018 (Ordinance S-44292), and Library Department was awarded a Library Services and Technology Act grant in the amount of $31,700. Since adoption, the scope of the pilot program has changed to utilize LENA Start, which will now include up to $25,000 in matching funds from the LENA Foundation, which was not originally mentioned in the Ordinance. The Library Services and Technology Act (grantor) has agreed to continue funding support for the pilot program with LENA.
