Request to authorize the City Manager, or his designee, to enter into contract with Thomas P. Miller and Associates, in a total amount not to exceed $65,500, for Local Workforce Board Strategic Planning Services to develop a three-year strategic plan. Further request authorization for the City Controller to disburse all funds related to this contract.

Summary
The Phoenix Business and Workforce Development Board (PBWDB) established by federal law under the Workforce Innovation and Opportunity Act (WIOA), manages the ARIZONA@WORK City of Phoenix workforce system through Community and Economic Development Department (CEDD). The WIOA mandates that each state establish a centralized workforce system and each system must, in turn, create local workforce development areas (LWDA's) to meet the employment needs of business for skilled employees and to make training, education, and employment services available to job seekers within their distinct service areas. Each LWDA is governed by a corresponding Workforce Development Board which, is charged with directing the LWDA's workforce development activities. WIOA funds are received to: strengthen workforce systems; provide occupational training opportunities; and to create access to skill attainment by job seekers.
The National Association of Workforce Development Board's - Board Assessment recommended a strategic plan be implemented by all LWDA's. PBWDB is a collaboration of local business, education and community-based partners working together to address and solve workforce and economic development issues in the Greater Phoenix community. Thomas P. Miller and Associates will facilitate focused discussions with stakeholders and subsequently create a three-year strategic plan that will establish the framework for governance and engagement as well as clearly defined objectives, activities and outcomes aimed at meeting current and future workforce employment and training needs for adult and youth citizens in the City of Phoenix.
Procurement Results
The City of Phoenix issued a Request for Proposals (RFP) on Nov. 28, 2016. The City received three proposals, only one of which was responsive. The responsive proposal was submitted by Thomas P. Miller and Associates.
Contract Term
The initial term of the contract will begin on or about Feb. 1, 2017, and end on Jan. 30, 2018. Provisions of the contract include the option to extend the initial one-year term up to four additional years, in one-year increments, which may be exercised by the City Manager or his designee.
Financial Impact
There is no financial impact to General Funds. Workforce Innovation and Opportunity Act grant funds are available.
