Description
Request to authorize the City Manager, or his designee, to: (1) submit applications for Federal Transit Administration (FTA) grant assistance; (2) enter into agreements with the FTA for the purpose of accepting awarded grants; and (3) execute agreements with other agencies receiving a share of the FTA grant funds as pass-through from the City of Phoenix. Further, request authorization for the City Treasurer to receive and the City Controller to disburse grant funds in accordance with the terms of these grants and agreements. The total of all grant funds sought in the applications is $120,731,164.

Summary
Phoenix is the designated recipient of FTA grant funds for the Phoenix-Mesa Urbanized Area (UZA) and the direct recipient for the Avondale-Goodyear UZA. Accordingly, Phoenix submits FTA grant applications on behalf of all local governments and agencies in the region.
All projects are in the Maricopa Association of Governments (MAG)-approved Transportation Improvement Program and in the Arizona Department of Transportation (ADOT)-approved State Transportation Improvement Program. Projects included for Phoenix are: 13 replacement articulated buses; 16 replacement standard 40-foot buses; 25 replacement dial-a-ride vans; four replacement circulators; a regional fare collection system; and funding for preventive maintenance, support services, and program administration.
Financial Impact
The total of all grant funds sought in the applications is $120,731,164. The total federal funds allocated to Phoenix projects is $44,044,351, for which the required matching funds of $8,769,958 are available from Transportation 2050 sales taxes and from the Proposition 400 Public Transportation Fund (within the Public Transit Department's FY 2019-20 Operating Budget and five-year 2020-24 Capital Improvement Program). FTA Section 5307 funds (Phoenix-Mesa UZA Formula) for capital, planning, and operating assistance projects to benefit the entire Phoenix-Mesa UZA: $56,700,392.
FTA Section 5307 funds (Avondale-Goodyear UZA Formula) apportioned to the Avondale-Goodyear UZA: $4,599,544.
Federal Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds and Surface Transportation Block Grant Program (STBGP) funds transferred from Federal Highway Administration (FHWA) to FTA for capital projects: $9,245,331 (CMAQ funds) and $32,296,265 (STBGP funds).
FTA Section 5339 funds (Bus and Bus Facilities Formula) for capital projects to benefit the entire Phoenix-Mesa UZA: $6,307,123.
FTA Section 5337 funds (State of Good Repair - High Intensity Motorbus Program) for capital projects to benefit the entire Avondale-Goodyear UZA: $78,995.
