Request to authorize the City Manager, or his designee, to enter into a contract with Municipal Emergency Services, Inc. for a one-time purchase of Firefighting Brush Pants in the amount not to exceed $105,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The fire protective brush pants and jackets used by City of Phoenix Fire Department's (PFD) firefighters are intended for extensive use and retention of high thermal protection, and protection from body injuries related to firefighting activities. PFD uses brush pants for protection from heat and flames while fighting brush and urban interface fires. These garments are lighter weight than structural firefighting gear and can be worn over everyday duty clothes. They also allow more breathability and can be worn for extended periods of time in the summer heat. In addition to using the brush pants as protective gear for daily operational use, they also protect from bio-hazards. The PFD is not able to obtain the previously purchased Crew Boss Brush pants due to the normal supply and demand, as well as a shortage of inventory. The Lakeland brush pants and jackets meet PFD's needs and specifications. Therefore, PFD would like to use the Lakeland brand brush clothing as a one-time purchase while a formal solicitation process is competitively bid. This personal protective equipment is a critical part of the Fire Department's efforts to provide life safety services to the public.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as a Special Circumstance Without Competition determination memo was completed and approved by the Finance Department recommending the procurement with Municipal Emergency Services, Inc., be accepted.
Contract Term
The contract term will be effective Jan. 8, 2020 through June 30, 2020.
Financial Impact
Expenditures will not exceed $105,000. Funds are available in the Fire Department's budget.
