Description

Request to authorize City Manager, or his designee, to enter into a license with the Roosevelt Row Community Development Corporation (RRCDC) for the use of vacant City-owned property at 1025 N. 2nd St., and to authorize the City Treasurer to accept the related funds.

Summary

The property is currently vacant land upon which the historically designated Laura Burton Knipe House is located. The property will be licensed to the RRCDC, a nonprofit corporation, for a temporary community garden to engage the community in volunteer gardening events, youth mentorship and to improve the aesthetics of the site until a formal Request for Proposals (RFP) process is completed to redevelop the property. The property was acquired by the City through prior redevelopment efforts and foreclosure and does not have any specific restrictions upon the land other than the historic building.

 

As a part of the RRCDC's efforts to activate and engage the community and businesses in the Roosevelt area, they requested approval to provide an interim use to improve the aesthetics of the site, allow for community engagement and provide a temporary use until the land is ready for redevelopment. Under the license, RRCDC will be responsible for all costs associated with the temporary activation of the lot and maintenance of the property, including insurance, water and power service to the site. The license will contain other terms and conditions deemed necessary by the City.

 

Contract Term

The license would be for an initial period of nine months, with one-month renewals until terminated by either party after a 60-day notice.

 

Financial Impact

The rental rate is $10 per month. The rent shall be deposited into the Downtown Community Reinvestment Fund. Additionally, consideration for the lower rental rate is offset by the RRCDC providing lot maintenance and paying for all associated costs with the activation and maintenance of the property, which will lower the City's property maintenance costs for the property.
