Description
Request to authorize the City Manager, or the City Manager's designee, to execute an Agreement for Software and Related Services with EnergyCAP, LLC for the City's operations utility bill management and energy data platform. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the agreement will not exceed $60,000. Funds are available in the Office of Sustainability, Water Services, Public Works, and Aviation departments' budgets.

Summary
The City of Phoenix uses EnergyCAP, LLC to centrally collect, validate, and report utility billing data for more than 4,500 meters across City-owned facilities and infrastructure. The platform automates energy bill capture and management, identifies billing errors, tracks consumption, and allocates utility costs to the responsible departments.
Centralized utility data is the City’s system of record for energy performance reporting. The platform supports greenhouse gas emissions reporting for municipal operations, benchmarking of City facilities, and tracking progress toward the Climate Action Plan goals, as well as the City’s reporting commitments under the Global Covenant of Mayors and the C40 Cities Climate Leadership Group. Reliable energy data also enables the Office of Sustainability and operating departments to prioritize energy conservation projects, verify savings, plan and operate solar projects, and support utility rate analysis.
Contract Term
The contract term will begin on or about September 9, 2026, and end on December 31, 2027.
Financial Impact
The total value of the agreement will not exceed $60,000. Funding is available in the Office of Sustainability, Water Services Department, Public Works, and Aviation departments' budgets.
