Description

Request to authorize the City Manager, or his designee, to enter into three separate contracts with G4S Secure Solutions (USA) Inc. (G4S Secure), Covenant Aviation Security, LLC (Covenant) and IPSA Security Services, LLC (IPSA) to provide security guard services at Phoenix Sky Harbor International Airport (PHX), in a combined amount not to exceed $27,215,000 for a five-year aggregate contract term. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

A Request for Proposal (RFP) was issued on June 29, 2018, for three security guard contracting opportunities, Regulatory-Internal, Regulatory-External and Non-Regulatory categories. The Non-Regulatory category opportunity was reserved for small business, which includes local small businesses. The contractors will provide security guard services for Transportation Security Administration (TSA) regulatory compliance of airport security of Sterile, Secured, and Aircraft Operations Areas; TSA regulatory compliance of airport security inside the terminal buildings; and building security of other facilities at PHX. Each contract will include an Employee Retention Policy, which will require the successful Proposer to hire current airport security guard services contract employees and retain those employees for at least 90 days.

 

Procurement Information

Request for Proposal  (RFP) 18-051 was conducted in accordance with Administrative Regulation 3.10. Ten proposals were received, five for Regulatory-Internal, four for Regulatory-External and one for Non-Regulatory categories. The RFP allowed proposers to submit for all three contracting opportunities. As provided in the RFP, if a proposer received the highest score in more than one category, the City would award that proposer the contract that best meets the City's needs.  The proposals were reviewed for minimum qualifications and all proposals were deemed responsive.


The proposals were evaluated and scored by an evaluation committee based on the following criteria (1,000 points possible):

 

  • Business and Operations Plan and Method of Approach to Scope of Work 0-350 points.
  • Company Qualifications/Experience 0-200 points.
  • General Manager Qualifications/Experience 0-150 points.
  • Price 0-300 points.

 

The Regulatory-External category award recommendation is for Covenant Aviation Security, LLC based on the following consensus scoring:

 

Regulatory-External Category:

  • Covenant Aviation Security, LLC 875.07 points.
  • G4S Secure Solutions (USA), Inc. 859.83 points.
  • HSS Inc. 766.92 points.
  • Securitas Critical Infrastructure Services, Inc. 765.00 points.

 

The Regulatory-Internal category award recommendation is for G4S Secure Solutions (USA), Inc. based on the following consensus scoring:

 

Regulatory-Internal Category:

  • G4S Secure Solutions (USA), Inc. 851.63 points.
  • HSS Inc. 761.00 points.
  • Securitas Critical Infrastructure Services, Inc. 755.40 points.
  • Any Frain Services, Inc. 531.00 points.
  • Covenant Aviation Security, LLC 866.74 points (received highest score in both Regulatory categories; selected for Regulatory-External).

 

 The Non-Regulatory award recommendation is for IPSA Security Services, LLC based on the following consensus scoring:

  • IPSA Security Services, LLC 790.00 points.

 

Contract Term

The initial two-year contract term for all three categories will begin on or about Jan. 1, 2019. Contract provisions include three, one-year extension options which shall be exercised at the sole discretion of the Aviation Director, for a possible five-year aggregate term.

 

 

 

Financial Impact

The total combined value will not exceed $27,215,000 for the five-year aggregate contract term. Funds are available in the Aviation Department's budget.

 

Concurrence/Previous Council Action

On Oct. 2, 2018, the Planning and Development Subcommittee (PDSC) of the Phoenix Aviation Advisory Board (PAAB) recommended approval of contract awards to G4S Secure, Covenant and IPSA to PAAB by a vote of 2-0.

 

On Oct. 18, 2018, PAAB recommended approval of contract awards to G4S Secure, Covenant and IPSA to the Aviation and Transportation Subcommittee by a vote of 6 (yes) - 1 (abstain) - 0 (no).

 

This item was recommended for approval at the Aviation and Transportation Subcommittee meeting on Nov. 27, 2018, by a vote of 3-0.
