Description

Request to authorize the City Manager, or his designee, to enter into a contract with National Laboratory Inc., (Vendor 3043203) for calibration of laboratory equipment for up to five years in an amount not to exceed $50,000. Further request authorization for City Controller to disburse funds related to this item.

Summary

This contract will provide calibration of Street Transportation Department's laboratory equipment on an as-needed basis and in accordance with compliance requirements of "Re:source", Cement and Concrete Reference Laboratory (CCRL), and Arizona Department of Transportation (ADOT) laboratory certifications. These highly-sensitive calibration services are necessary for effective construction materials testing by the Street Transportation Department, and other Citywide departments.

 

Procurement Information

Solicitation IFB 17-154, Calibration of Street Transportation Laboratory Equipment, was conducted in accordance with Administrative Regulation 3.10. Two bids were received and opened on March 10, 2017. The following is a summary of the bids received:

 

National Laboratory Inc.:  $9,230

Qal-Tek Associates:  $11,603

 

The Deputy Finance Director recommends the offer from National Laboratory Inc., be accepted as the lowest-price, responsive and responsible offer.

 

Contract Term

The five-year contract term shall begin on or about Sept. 1, 2017.

 

Financial Impact

The aggregate contract value for all options shall not exceed $50,000 with an estimated annual expenditure of $10,000. Funds are available in the Street Transportation Department's budget.
