Description
Request to authorize the City Manager, or his designee, to enter into contracts with FarrWest Environmental Supply, Inc.; Ludlum Measurements, Inc.; Proengin Inc.; and Rigaku Analytical Devices, Inc. to provide Hazardous Detection Equipment, Accessories and Preventive Maintenance Services for the Fire Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $2,558,565.

Summary
The four contracts will provide the Phoenix Fire Department’s Special Operations Section and Arizona Task Force 1 (AZ-TF1) with the hazardous materials detection meters, related accessories and preventive maintenance services required to safely and effectively support their emergency response missions. These advanced detection devices, sourced from multiple manufacturers, enable responders to monitor a wide range of atmospheric conditions and identify chemical, biological, radiological and nuclear threats encountered during hazardous materials incidents. The contracts will also include essential parts, warranty coverage, annual calibration and optimization, training, technical support and scheduled preventive maintenance to ensure the equipment remains reliable and fully operational. Together, these resources ensure that response teams are equipped with dependable, mission-ready tools to protect personnel and the community during complex environmental and hazardous materials events.
Procurement Information
An Invitation for Bid was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Six vendors submitted bids deemed to be responsive to posted specifications and responsible to provide the required goods and services. Following an evaluation based on price, the procurement officer recommends award to the following vendors:

Contract Term
