This report requests the City Manager, or his designee, to enter into the necessary agreements and conveyances with Oakfield Financial LLC related to a Phil Gordon Threatened Building grant of up to $84,600 to assist with the rehabilitation of the historic house located at 330 N 18th Avenue. Further request for the City Controller to disburse all funds related to this item.

Summary
Located in the Oakland Historic District, the single-story bungalow was constructed in 1925 and is classified as a contributing resource to the district. The home was severely damaged by fire in 2021 which destroyed the interior and a significant portion of the roof structure. The former property owner applied for and was denied demolition approval in 2024. The property was acquired by the current owner in August of 2025. Oakfield Financial LLC has rehabilitated a number of homes in the Oakland Historic District and is a previous awardee of city historic preservation rehabilitation grants.
On June 22, 2026, the owner's representative, Tom Havey, submitted a Threatened Building grant application. The itemized budget in the application specifies $86,400 in eligible expenses, which includes selective demolition, installing roof trusses, roof decking and shingles, masonry repair and tuck pointing, installing replacement windows, and reconstructing the front porch.
The cost of the entire rehabilitation project is estimated at $259,600.
Staff recommends allocating the use of $84,600 in available Phil Gordon Threatened Building grant funds for this project.
If approved, the grant funds will be disbursed to the applicant on a reimbursement basis as work is completed and expenses verified.
Financial Impact
The requested amount is $84,600 which is available in 2023 General Obligation Bond Program - Historic Preservation. In exchange for the grant funds, the City will receive a 25-year conservation easement. The easement will require the property be preserved, insured, and maintained in good repair once rehabilitation is completed.
Concurrence
The Historic Preservation Commission recommended approval of this item on August 17, 2026, by a 8-0 vote.
