Description
Request to authorize the City Manager, or his designee, to enter into a contract with L.N. Curtis and Sons, Inc. to purchase Bullard Electronic Thermal Imagers, including parts and repairs for the Fire Department. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $600,000.

Summary
This contract will provide Bullard Electronic Thermal Imagers to the Fire Department. The Bullard-patented Imagers allow firefighters to see areas of heat through smoke, darkness, or heat-permeable barriers. This includes being able to see body heat and pinpoint hot spots, which enables firefighters in determining critical information early during incident size-up, thus better aiding in mitigation plan development at the scene. The imagers are a standard piece of equipment that is essential for the safety of firefighters.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as a result of an approved Determination Memo citing the letter received from Bullard that L.N. Curtis and Sons, Inc. is the exclusive authorized distributor for Bullard Thermal Imagers and associated replacement parts. Fire Department's Research and Development has researched and studied other brands of imagers, however those brands do not meet the required department specifications.
The Deputy Finance Director recommends that the contract with L.N. Curtis and Sons, Inc. be accepted.
Contract Term
The five-year contract term will begin on or about March 1, 2021.
Financial Impact
The aggregate contract value will not exceed $600,000 and funds are available in the Fire Department's budget.
