Description

Request to authorize the City Manager, or his designee, to enter into a service agreement with Deighton Associates Limited for software technical support, maintenance, on-site support, and training for the Deighton Total Infrastructure Management Software (dTIMS) pavement management software used by the Street Transportation Department in an amount not to exceed $250,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The Street Transportation Department uses the dTIMS as the main component of its Pavement Management System (PMS) to manage its pavement infrastructure and develop pavement maintenance strategies to extend the asset life of the City's network of streets. The PMS consists of a pavement management van, which collects data across nearly 5,000 miles of City streets, using the dTIMS software that analyzes the data and makes recommendations to City staff. The dTIMS product provides data to identify strategies to extend the service life of the road network. The dTIMS uses algorithms to select streets for various resurfacing treatments based on the pavement condition, cost of treatment, budgets, and network-wide optimization to recommend streets to be resurfaced. The service agreement between the City and Deighton Associates Limited has been in place for 10 years, and the agreement makes Deighton Associates Limited responsible for creating, maintaining, and performing updates to the dTIMS software.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

In accordance with Administrative Regulation 3.10, normal competition was waived as a result of a Determination Memo citing the unusual nature of the goods or services as Deighton Associates Limited is the creator of the dTIMS software, which is the core component of the City's Pavement Management System. The agreement shall include, but will not be limited to the following services: Software Technical Support, Software Maintenance, On-site Support, and Software Conferences and Training.

 

Contract Term

The five-year Service Agreement will begin on or about Dec. 1, 2019.

 

Financial Impact

The aggregate contract value will not exceed $250,000. Funds are available in the Street Transportation Department's budget.

 

Concurrence/Previous Council Action

Previous Council approval included a 2014 approval for a service agreement with Deighton Associates Limited.
