The Head Start Birth to Five Program requests the Community Services and Education Subcommittee, which serves as the City of Phoenix Head Start Birth to Five Governing Board, to approve the purchase of capital equipment over $10,000. There is no impact to the General Fund.

Summary
Federal Regulation 45 CFR 75.439(2) mandates that the Office of Head Start and the Head Start Birth to Five Governing Board approve all capital expenditures costing more than $10,000. Capital expenditure in Head Start pertains to funds allocated for acquiring, constructing, or upgrading long-term tangible assets such as buildings, facility renovations, or equipment with a useful life exceeding one year.
Five Education Service Providers have identified equipment purchase needs with equipment exceeding $10,000. Booker T. Washington Child Development Center, Inc., requires plumbing, cabinets, sinks, landscaping, and a fence. The Deer Valley Unified School District intends to install an Early Head Start playground. Fowler Elementary School District intends to install an Early Head Start playground, including a shade structure, flexible ground surface, and a fence. The Greater Phoenix Urban League, Inc., intends to install a security gate and a playground. Washington Elementary School District seeks approval to replace countertops in three schools due to health and safety concerns. Attachment A details the locations and equipment costs. The Head Start Birth to Five Program requests approval to purchase capital equipment up to $485,500.
Procurement Information
Funds to purchase the capital equipment will be amended into the Education Service Provider's contract so that they can procure the equipment.
Financial Impact
The total amount for all capital equipment is $485,500. Head Start Birth to Five grant funds will be used for these purchases. There is no impact on the General Fund.

The Head Start Birth to Five Policy Council approved the purchases on March 9, 2026.
