Request City Council approval of the Transportation 2050 New and Expanded Major Streets Lifecycle Program (FY2018-2034) and to proceed with implementation of major street improvement projects identified in the first five years of the program (FY2018-2022).

Summary
The Transportation 2050 (T2050) New and Expanded Major Streets Lifecycle Program covering fiscal years (FY) 2018 - 2034 identifies 45 individual projects to implement over this planning period (Attachment A). In total, the estimated costs to complete the identified projects is approximately $206 million. The Lifecycle Program includes project scopes that build-out each corridor to the ultimate roadway cross-section to improve aesthetic consistency, facilitate safer streets, and to support existing or planned transit operations.
Although the proposed Lifecycle Program covers a period through fiscal year 2034, staff recognizes that changing conditions and priorities may require adjustments to the Lifecycle Program. Staff recommends that the T2050 New and Expanded Major Streets Lifecycle Program be used to identify specific projects for implementation over a five-year period, with updates conducted on an annual basis.
The proposed five-year program covering FY2018-2022 aligns with the City’s Five-Year Capital Improvement Program and includes 26 projects totaling $57.3 million (Attachment B). If approved, staff would move forward with project development, which would include final design, right-of-way acquisition, and construction.

The Transportation and Infrastructure Subcommittee recommended City Council approval of this item on March 14, 2017. The Citizens Transportation Commission recommended T&I Subcommittee and City Council approval of this item on Feb. 23, 2017.
