Report
Summary
Gatekeeper Systems, Inc., provides the necessary maintenance, technical support, and software to operate and maintain the AVI system, as part of the Ground Transportation Management System (GTMS) at Phoenix Sky Harbor International Airport (PHX). The AVI system manages companies, drivers, and the movement of vehicles permitted for commercial activity at PHX. Gatekeeper's software provides multiple applications and services in support of GTMS, including company account, vehicle information, driver management, fleet management, advanced permitting, charge collections, activity reporting, trip and charge generation, a vehicle operator sub-system, a vendor website, and dispatching.
Gatekeeper Systems, Inc. is the manufacturer of the software and the only company qualified to maintain its software to keep licensing and warranty provisions of the system. In addition, there is complex integration between Gatekeeper software and TransCore hardware that makes the overall AVI system work. The customization and integration allows for remote management of AVI hardware, and the review and update of hardware components. These unique features facilitate the ability to monitor and provide rapid and consistent response to system problems and allow for remote resolution of problems that would otherwise require dispatch of personnel and revenue loss. Being able to continue with Gatekeeper's software support would result in a supported system and minimal risk to the continuity of operations and revenue generation.
In 2016, the Aviation Department invested $1.3 million to implement the Ground Transportation Policy to allow PHX to assess vehicle trip fees on taxicabs, shuttle companies, and transportation network companies (TNCs) to generate additional revenue for the airport. This policy is fully dependent on the current contract to accurately track and report trip fees.
