Description
This item is to provide information and discussion on the establishment of the Office of Accountability and Transparency in the City Manager's Office that was previously approved by the City Council as an independent review body for police actions. The information will include draft ordinance language and job descriptions for the Director and some staff.

Summary
During previous Council actions, a decision was made regarding which civilian review model to select, what name to place on it accompanied by a budget allocation to get it off the ground. City Council voted to name the civilian review model the Office of Accountability and Transparency. The next legislative step is to adopt an ordinance that actually creates the Office of Accountability and Transparency. Attachment A is a draft ordinance for Council review. Also attached are proposed position descriptions for the director, staff attorney, and executive assistant (Attachment B).
