Description

Request to authorize the City Manager, or his designee, to enter into an agreement with Carollo Engineers, Inc., (Phoenix) to provide Construction Administration and Inspection (CA&I) Services in support of the Verde Water Treatment Plant (WTP) Facilities Demolition and Site Restoration project. Further request authorization for the City Controller to disburse all funds related to the item.

Summary

The Verde WTP was removed from the City’s water distribution system in December 2011. The site is located near the confluence of the Salt and Verde Rivers on land leased from the Salt River Pima - Maricopa Indian Community (SRPMIC) in an environmentally sensitive area. The City is under contractual obligation with the SRPMIC to demolish the City's Verde WTP. The project site consists of approximately 27 acres with buildings, concrete basins, and storage areas. The buildings are surrounded by concrete and asphalt roads. Parking areas and gravel-landscaped areas are found throughout the site and along the perimeter boundary. Carollo Engineers, Inc., construction administration and inspection services include, but are not limited to: project administration and inspection services during construction; engineering services during construction; resident services during construction and other special services as needed.

 

Procurement Information

Carollo Engineers, Inc., was chosen for this project using a qualifications-based selection process according to Section 34-603 of the Arizona Revised Statutes. Scoring and selection were made in conjunction with Design Services for this project.

 

Contract Term

The term of the contract is expected to coincide with the duration of demolition which is projected to take approximately 18 months to complete. The contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.

 

Financial Impact

Carollo Engineers, Inc.'s fee for these services will not exceed $997,044 including all subconsultants and reimbursable costs. Funds are available in the Water Services Department Capital Improvement Program budget. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.

 

Concurrence/Previous Council Action

City Council approved Design Contract 140252 on March 18, 2015.
