Authorization to Issue Request for Proposals (RFP) for Sale and Development of 13 Vacant, City-Owned Lots in Garfield Neighborhood Initiative Area (NIA)

Request authorization for the City Manager, or his designee, to issue a Request for Proposals (RFP) to select development team(s), and begin negotiations for the sale and residential infill development on 13 vacant, City-owned lots in the Garfield Neighborhood Initiative Area (NIA).

Summary

Single-family residential housing development has been, and remains, critical to revitalizing and strengthening the community within the Garfield NIA by eliminating blight, developing vacant land, reactivating property, and creating sustainable homeownership opportunities. Through the Slum and Blight program, the Neighborhood Services Department (NSD) has acquired property in Garfield over the past 21 years to support the redevelopment strategies outlined in the Council-approved Garfield Redevelopment Plan. As the economy and housing market improve, residential development can be re-initiated through a RFP process to facilitate the sale and compatible infill development of land.

 

The proposed solicitation would be for the sale, development, and disposition of residential, single-family, owner-occupied properties on 13 vacant, City-owned lots. Staff has commissioned appraisals of the properties, and will make this information available to the proposers. The financial return to the City would be determined by fair market value, and may include payments and other considerations that provide a public benefit.

 

The RFP will include the following evaluation criteria:

 

Scope/Scale of the Proposed Project (0-400 points)

     *Consistency with Council Approved Redevelopment Plans and Goals

     *Homeownership Opportunities

     *Neighborhood Compatibility

     *Affordability

Proposer Business Plan and Financial Capacity (0-250 points)

Proposer Qualifications and Experience (0-200 points)

Financial Return to the City (0-150 points)

 

Responsive proposals will be analyzed and reviewed by a diverse panel including City staff and community representatives. The evaluation panel may wish to interview or request presentations from proposers during the selection process. Following negotiations with the recommended proposer(s), business terms will be presented to the City Council for approval prior to entering into a development agreement.

 

Financial Impact

There will be no impact to the General Fund as a result of issuing this Request for Proposals.

 

Concurrence/Previous Council Action

This item was approved by the Sustainability, Housing, Efficiency and Neighborhoods Subcommittee on March 21, 2017, by a vote of 4-0.

 

Public Outreach

The above actions have been discussed with, and feedback was solicited from, Garfield residents and the Garfield Organization, through multiple neighborhood meetings.
