Fort McDowell Yavapai Nation Gaming Grants (Ordinance S-45971)

 

Description

Request to authorize the City Manager, or his designee, to apply, accept, and if awarded, enter into related agreements in the total amount of $310,000 in new funding from the Fort McDowell Yavapai Nation. Further request authorization for the City Treasurer to accept, and the City Controller to disburse, funds by the Fort McDowell Yavapai Nation in connection with these grants.

Summary

These monies would be applied, as directed by Fort McDowell Yavapai Nation, towards the following:

  • Arizona Science Center: $10,000 for the STEM Education Opportunities for Underrepresented Youth & Community Members, which will support learning opportunities for low-income and underrepresented PreK-8th grade students and family members, to inspire interest and engagement in STEM (Science, Technology, Engineering and Mathematics) education and careers. Funding will impact 1,300 students and teachers in 2019-2020, through the Science on Wheels program.
  • Catholic Charities Community Services: $50,000 for the CARE Campus Enhancement project which will provide enhancements to the CARE Campus focusing on the revitalization of an unused dental clinic.
  • Heard Museum: $10,000 for the Free School Tours program which provides free admission and tours of Heard exhibitions for K-12 schools.
  • Keeping Teachers Teaching, Inc.: $75,000 for the National Youth Education (NYE) program which will expand to the Phoenix Metro Valley. The NYE program is a new initiative of Keeping Teachers Teaching that is being piloted currently in Maricopa. It is designed to increase the number of minority students entering the education profession by utilizing a mentorship model with current, former, and/or retired teachers.
  • Maggie's Place, Inc.: $15,000 for the Seeking Safety: Implementing Evidence-Based Interventions to Treat PTSD and Substance Abuse for Homeless Pregnant and Parenting Women at Maggie's Place. Funding will implement advanced counseling and trauma-informed care interventions for all women receiving services at all six Maggie's Place homes and its Family Success Center in Maricopa County. Funding will be used for staffing for direct services for moms (Family Coach); technology (iPads for women to complete danger assessments); supplies (Seeking Safety curriculum supplies).
  • New Pathways for Youth: $25,000 for the Transformative Mentoring Program Expansion which is a continuing project that in the coming year will enroll 100 additional youth into the program through a targeted neighborhood growth model, reaching the most vulnerable youth in the community who need New Pathways' services the most. Funding will ensure each of these youth enrolled in the program have the support of a trained, caring adult mentor and evidence-based curriculum to build the relationships and develop the skills to reverse the negative effects of toxic stress.
  • Reigning Grace Ranch: $75,000 for the RGR Ranch Improvements program to purchase additional equipment to improve the overall ranch health and their ability to serve at-risk youth, manage their rescued horses, and maintain the horses for their equine therapy programs.
  • Valley of the Sun United Way: $50,000 for the Summer Learning Collaborative program, which addresses summer learning loss for children who live in targeted areas in Maricopa County, with an emphasis on high-need neighborhoods. The program works with sixteen partner sites, including local Boys and Girls Clubs, YMCA locations, and community centers. Grant dollars will support professional development and coaching costs.

 

The gaming compact entered into by the State of Arizona and various tribes calls for 12 percent of gaming revenue to be contributed to cities, towns and counties for government services that benefit the general public including education, public safety, health, environment, economic and community development. The Fort McDowell Yavapai Nation will notify the City, by resolution of the Tribal Council, if it desires to convey to the City a portion of its annual 12 percent local revenue-sharing contribution.

 

Financial Impact

There is no budgetary impact to the City of Phoenix and no General Fund dollars are required. Entities that receive gaming grants are responsible for the management of those funds.
